In line with the views of the Ministries regarding the developments in the world and in our country in the course of the epidemic, the measures to enter the country (excluding the parts related to Afghanistan) put into effect pursuant to the relevant Circulars (a) and (b) are abolished and the new measures determined below to be effective as of Saturday, September 4, 2021 are considered to be necessary to be put into practice.
Persons who come from another country but are found to have been in Brazil, South Africa, Nepal and Sri Lanka in the last 14 days will be requested to submit a negative PCR test report taken no more than 72 hours before entering our country, and these persons will be quarantined for 14 days at the places to be determined by the Governorships (provided that they cover their own fees). If the PCR test result on the 14th day of the quarantine is negative, the quarantine measure will be terminated. Those with a positive PCR test result will be isolated from the date the test result is positive, and the measure will be terminated when a negative result from the PCR test is obtained at the end of the 14th day.
The persons, who come directly from Bangladesh, India and Pakistan, and who are found to have been in these countries in the last 14 days, documenting that they have received at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country and that at least 14 days have passed since the last dose will be exempted from the quarantine application upon entry.
Those who cannot document that they have received at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country and that at least 14 days have passed since the last dose will be quarantined at their residence or at the addresses they will declare, and will be subjected to PCR testing on the 10th day of the quarantine period; if the PCR test result on the 10th day is negative, the quarantine will be terminated, and those who do not have a PCR test on the 10th day will be kept in quarantine for 14 days and if the test results are positive, the current pandemic guidelines published by the General Directorate of Public Health of the Ministry of Health will be followed.
10. From our citizens who will enter our country through our border gates;
10.1 Those who document that they have received at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country, and that at least 14 days have passed since the last dose or that they have had the disease in the last 6 months, starting from the 28th day of the first PCR positive test result and those who submit a negative PCR test report taken no more than 72 hours before entry or a negative rapid antigen test result taken no more than 48 hours before entry will be allowed to enter our country.
10.2 Citizens who cannot present the documents or test results specified in Article 10.1 will be allowed to go to their residence after making the PCR test at the border gates, and those who have a positive test result will be isolated in their residence.
10.3 Our citizens, who are allowed to enter the country in this way, will be isolated at their destination in a manner to be determined by the Ministry of Health, and isolation will continue until they submit a negative PCR test report.
